Council putting £1.85m into low-cost homes for local people

UP to £1.85 million is being made available by West Somerset Council in its corporate plan this year to help provide low-cost affordable homes for local people to rent and buy.
The council is currently working on five schemes across the district to fulfil the need for affordable homes, including Clanville Grange, in Minehead, where 11 affordable homes will be sold to local people if the Secretary of State approves the council’s discounted purchase scheme.
Outline planning permission has also been granted for 20 to 25 homes off Marshfield Road, in Alcombe.
A development of homes and small workshops to rent or buy on a former field study site owned by the council in Simonsbath is also being worked on.
And an eco-friendly development in Carhampton will deliver affordable homes which are also as near carbon-neutral as possible.
The council is also continuing to support its housing association partners’ provision of additional affordable homes to rent and buy.
Support may take the form of direct subsidy, and also giving backing to bids for Government funding through the Housing Corporation.
In contrast to the last financial year, when there were no supported bids from the Housing Corporation, this year 17 potential bids have been made which could provide more than 140 affordable homes throughout the district.
A report on the subject is being considered by the council’s cabinet on June 12 to update members on progress.

Independent election ‘scam’ is probed

NEXT month’s elections for West Somerset District Council could be declared invalid and ‘Independent’ candidates and their supporters investigated for ‘electoral fraud’, The Crier can reveal.
It follows the backing of ‘Independent’ candidates by the Liberal Democrat-sponsored residents’ organisation Direct.
The chairman of Direct, Arthur Philips, has published posters and other literature urging local residents to vote for the ‘Independent’ candidates.
But Mr Philips is not an ‘election agent’ for any of the candidates and spending money on such campaigns could therefore be in breach of the Representation of the People Act 1983, which states only the candidate, election agent, and those authorised in writing by the election agent can incur election expenses, while anybody who ‘incurs, or aids, abets, counsels, or procures any other person to incur any expenses in contravention of this section ... shall be guilty of a corrupt practice ...’.
The issue has already been raised with the Electoral Commission and with the West Somerset Returning Officer Tim Howes.
The correspondence, which The Crier has seen, expresses concern that “there is an ‘electoral deceit’ being perpetrated on local voters by those Independents who are a part of this, as they are not Independent but are actually part of a collective political movement and are hiding this fact from the electorate.”
The move follows recent revelations by The Crier that ‘Independent’ candidates could be seen to be a party in themselves as they were being coached and guided centrally and were inherently linked with the Liberal Democrat movement.
This view was reinforced when the candidates were announced and it was seen that the Liberal Democrats were apparently not fielding any candidates except their two most well-known characters in Carhampton and Watchet.
The ‘Independents’ had “by coincidence” all declared themselves in such a way that none were fighting each other for seats.
In single seat wards, there was only one ‘Independent’, in two seat wards there were two ‘Independents’, and so on.
It has prompted claims by opponents that an electoral ‘scam’ was being tried out on voters by any ‘Independent’ involved in the collective decision-making and campaign.

Christine gives £5,000 of community support in Dunster ward

DUNSTER ward Somerset county Councillor Christine Lawrence has presented the final £200 of her personal community budget to support the work of Home Start in West Somerset’s rural communities.
The cheque, the final instalment of Councillor Lawrence’s £5,000 allocation, was received by Alison Sanderson.
It completed a wide range of community projects which have been supported by Councillor Lawrence, who is also leader of West Somerset Council.
Councillor Lawrence said: “Many of the deep, rural areas chose to have new village name plates erected, including Nettlecombe, Pittsford Hill, and Rooks Nest, near Brompton Ralph.”
Monksilver parish chose to support the local EMN Hall and received £400 towards new seating, and Washford requested help with a notice board for the new multi-purpose games area.
Youth projects which received grants included Minehead Boxing Club, the junior section of Minehead Barbarians RFC, West Somerset Scouts, and the Minehead division’s Guides.
In Dunster, support was given to the ‘Days Gone By’ festival, Dunster Marsh junior playing field, and Dunster School, which received waterproof leggings for outside play and gardening.
Washford Play Group financed a new laptop computer, and Carhampton villagers were delighted with a contribution towards a replacement bus shelter.

Public sessions to discuss Carhampton eco homes

A PUBLIC meeting is being held in Carhampton Village Hall on January 18 to allow local residents to view plans and have their say on the proposed development of eco-friendly, carbon neutral, affordable homes at Townsend Farm.
There will be an informal session between 3 pm and 5 pm, followed by a formal presentation between 7 pm and 9 pm.
West Somerset Council wants to develop the scheme in partnership with the Somerset Trust for Sustainable Development, a charity set up to promote sustainable construction and design.
A community land trust would be set up to allow land to be taken into the ownership of the local community and managed by a board of local people, including parish councillors, local residents, and tenants.
The trust would have a responsibility to protect community assets, re-invest any proceeds, and ensure the homes remained affordable.
District council housing, health, and welfare portfolio holder, Councillor Mary Crowley, said: “We could build 30 homes, 20 of which will be affordable homes to rent and buy, with the remaining 10 to be sold on the open market to off-set costs.
“If we can take it forward, this will be a groundbreaking project, with homes built to a carbon neutral specification that will be affordable for local people on low wages.
“The aim is to derive 20 per cent of the homes’ energy from micro generation like solar or wind power, or ground source heat pumps.”
Somerset Trust for Sustainable Development director Charles Couzens said: “We are looking forward to working with the local community and the council to create new homes which meet the need for affordable housing and have a vastly reduced global footprint.”
The presentation from the Somerset Trust for Sustainable Development will explain how community land trusts can work for the benefit of the community, as well as the benefits of carbon neutral housing.
Following the presentation, representatives will be available to explain more about the development and to answer questions.
